You must be either a member of the Fourth Circuit bar or a pro se litigant with a case pending in the Fourth Circuit to be approved as a Fourth Circuit ECF filer. Attorneys who are not yet members of the Fourth Circuit bar may complete ECF registration. Once they are admitted to the bar, filing privileges will be added to their ECF account.
